Transaction bankers are disagreeing over the feasibility of certain notional pooling structures as local regulators implement Basel III. Bankers say that different central banks, such as the HKMA, the Bank of England, or the De Nederlandsche Bank (DNB), have different requirements on cross-guarantees.
