Paul Chan, the Financial Secretary of Hong Kong, recently made headlines revealing a range of measures aimed at significantly boosting infrastructure spending on technology and welfare projects. Almost as an aside, he announced a very healthy 8% year-on-year jump of companies setting up headquarters within the special administrative region.
